What Is Workforce Management in a Call Center?

Last Updated September 22, 2026

Workforce management in a call center is the set of processes and technologies used to forecast customer demand, determine staffing requirements, build schedules and manage real-time workforce performance. Its purpose is to make the right skills available at the right time while balancing customer service, labor efficiency and employee needs.

The WFM process

Forecasting contact center demand

Forecasts typically use historical volume, handle time, seasonality and known business events. Digital channels require additional assumptions because chat may involve concurrency and asynchronous work can span longer periods.

Forecasting is not about predicting perfectly. It is about creating a useful baseline and updating it when demand patterns change.

From forecast to schedule

Staffing models translate workload into required capacity. Scheduling then assigns employees based on skills, availability, labor rules, planned shrinkage and service goals. The best schedule is not simply the one with the lowest cost; it must also be operationally workable and sustainable for employees.

Multi-skill environments require careful planning because headcount alone does not show whether the right expertise is available.

Why intraday management matters

  • Actual volume differs from forecast.
  • Average handle time changes unexpectedly.
  • Absence reduces available staffing.
  • A system issue creates a surge in contacts.
  • A campaign or incident shifts demand between queues.
  • Digital backlog builds even when voice looks stable.

AI in workforce management

AI can improve forecasting, surface demand patterns, optimize schedules and recommend intraday changes. It can also help explain which variables are driving variance. Workforce teams should still be able to understand and override recommendations when business context is not represented in the model.

Employee-related decisions need appropriate governance, especially when analytics influence coaching, performance or scheduling.

Key WFM metrics

  • Forecast accuracy.
  • Service level and wait time.
  • Schedule adherence.
  • Overtime and understaffing.
  • Schedule stability.
  • Employee satisfaction or schedule preference fulfillment where measured.
