| ERIE COUNTY (NY) SELECTS NICE INTERACTION CAPTURE SOLUTION FOR NEW E-9-1-1 CENTER |

Erie County (NY) has selected a NICE interaction capture solution for its new E-9-1-1 center. Located in Western New York, Erie County is the most populous county in New York State, second only to the New York City metropolitan area. The County’s NICE solution, which will include NICE’s advanced NiceLog® platform for capturing emergency communications, the NICE Storage Center™ and Scenario Replay™ software, is being provided to Erie County Police Services by NICE partner Wilmac (based in Rochester, NY). The implementation of the NICE interaction capture solution is part of a County-wide initiative to improve emergency communications and public safety.
“Our aim is to create a state-of-the-art emergency operation center capable of serving the entire County, and equip it with state-of-the-art technology,” said Paul Gajewski, Deputy Director, Law Enforcement Communications for Erie County’s Central Police Services. “The Erie County committee that made this decision deemed that solid performance and reputation were important. We know we will get that with NICE and Wilmac."
The consolidated center – which is scheduled to open its doors in the fall of 2006 – will be Phase II compliant for handling wireless 9-1-1 calls, and will be outfitted with the latest computer aided dispatch, radio, mapping equipment, and enhanced 9-1-1 (E-9-1-1) technology for tracking the location of incoming wireless 9-1-1 calls. The new NICE solution will enable the County to seamlessly reconstruct incidents from captured wireless 9-1-1 communications, radio and wireline 9-1-1 calls. It will replace a legacy Dictaphone Freedom® system purchased by the County five years ago.
“Our recorded emergency communications are critical,” said Gajewski, who is a 29-year veteran of Erie County Police Services. “They’re a safety net for our agency. That’s why we felt it was important to choose the best interaction capture solution backed up by the best service and support.”
“We had employed Wilmac for our maintenance needs over the years and they were very dependable,” explained Gajewski. “Furthermore, a lot of the counties around us use NICE and they had great things to say. When someone can tell you ‘we use it and we love it,’ that’s a great endorsement. It was of huge importance in the final decision of what to employ in our new center.”
Four other Erie County PSAPs – Buffalo Fire, Buffalo EMS, the Erie County Sheriff’s Office, and the New York State Police – will be joining Erie County Police Services in the new emergency communications center. Today these entities employ separate systems to record their emergency communications, but when the new center goes live, the interactions for all five agencies will be recorded by NICE.
Erie County’s NICE solution will also be equipped to capture the ANI and GPS location information associated with each wireless 9-1-1 call to expedite call retrieval and incident reconstruction.
“My adage is – you need to provide people with the best resources and tools to do the job,” said Gajewski. “The NICE solution is user friendly, and it’s going to give us a lot of flexibility to manage all of our captured interactions, including our wireless calls.” In addition to handling the emergency calls for the City of Buffalo, Erie County Central Police Services is the designated PSAP for all wireless 9-1-1 calls originating within Erie County. About two-thirds of the 700,000 calls that come into Central Police Services each year are wireless.
