Following the events of 9/11, companies that provide a critical public service also play an important role in a nation's infrastructure. Such companies, especially if they are subject to government regulation, are required to meet high standards for security at their facilities. Confidence in its existing intruder alert system had been undermined following an increase in the number of false alarms at its several sites. As a key provider of public services in North America the company had to manually verify each alarm, which meant security personnel had to travel nearly two dozen miles to get to the furthest site. This inefficient usage of security resources, coupled with a loss of confidence in the effectiveness of the system, led the company to look at implementing a new intrusion detection solution, one that would not just replace the existing technology but also enhance its security provision. The company asked NICE to conduct a security audit of the all its sites, taking into account both perimeter security (exterior fencing, exterior lighting, sight lines, exterior doors, etc.) and the environmental conditions that affected the standard intrusion detection system already in place. Using this approach, NICE provided a solution that would meet all criteria: To screen out nuisance alarms caused by weather conditions, stray animals and other factors and alert only real intrusions. To enhance the CCTV security provision at the four sites, enabling better deployment of security staff and more effective use of resources. The sites that were being monitored were located a number of miles away from the control room. Because of the geographical issue, it was important that any security solution have efficient networking capabilities to cope with different network conditions and storage requirements. After a thorough evaluation of the sites NICE designed and delivered the optimal option, where intrusion detection and recording were performed on the same platform. This is optimal due to several reasons. Firstly, this approach delivers instant verification and scenario reconstruction, which was a pre-requisite due to the number of false alarms. Accordingly, recording and analysis had to be performed on the same platform. Secondly, with content analysis being performed prior to compression, the company could expect a much more reliable analysis of the video signal, at the highest quality possible, coming in directly from the camera's signal. Without the analytics on the same platform analysis would have to be done following compression (and decompression) resulting in poorer image quality and, more importantly, less effective content analysis and with limited accuracy in auto threat detection. Put simply, NICE's smart digital video security solution immediately alerts security personnel to potential threats. The moments leading up to an alert are automatically replayed enabling security personnel to investigate the incident intuitively, understand its context and cause and be proactive in handling intruders. An overhaul of the company's intrusion detection system was only half of the requirement. They needed to have both intrusion detection and alarm management solutions implemented at all sites The NICE solution enables security teams to manage effectively the real-time alerts generated by an intrusion detection solution. Rather than polling random monitors in hopes of identifying security breaches, security personnel receive a 'pop-up' on their screen at the moment an intrusion is detected. They can then click on the screen to evaluate the events that led up to the alert, from feeds coming in from the camera that had initially identified the security breach as well as all neighbouring cameras. NICE's next generation security solutions enable security personnel instantly to investigate the incident, by clicking on the suspicious objects to understand how they occurred. They can also bring up even earlier CCTV images and assess the whole incident from the moment an intruder was first captured near the potential intrusion locale, and onwards. This enables them to make an informed decision on whether the intrusion is real or is a false alarm. Once one of the guards handles the alarm, by either acknowledging, ignoring or deleting the alarm, all other guards on the shift are notified that this intrusion is being taken care of. Such proactive management and assessment of each alarm has enabled this company to improve efficiency of procedures and increase security. By taking a holistic approach to security and looking at intrusion detection and alarm management, NICE delivered a complete solution that includes video recording, advanced video analytics, video networking, and alarm management.
