SEASONS GREETINGS AND HAPPY NEW YEAR
Dear NICE customer,

I would like to take this opportunity to wish all of you a joyous holiday season.

This coming year, 2006, will mark a special milestone in the history of NICE Systems - our 20th anniversary. Much has changed in the past two decades. In 1986, the World Wide Web was a mere pipe dream. Things that we take for granted today - like digital cell phones and DVDs - were yet to be invented. That very same year, the founders of NICE Systems were laying the foundation for what would become a very successful and innovative company.

Today, NICE leads the way in helping organizations derive Insight from InteractionsTM and counts more than 23,000 organizations around the world as customers - truly a reason to celebrate!

As we approach a new year, I encourage each of you to reflect on your own personal and professional accomplishments, and celebrate the promise of those that are still to come.

Seasons greetings and Happy New Year!

NICE will be providing Houston, TX-based Harris County with an end-to-end solution for capturing and analyzing trunked radio communications. Harris County is the third largest county in the United States. The County's Regional Radio Center operates a large, multi-site trunked radio network which it shares, through interlocal agreements, with hundreds of local law enforcement, government and other user organizations spanning 13 neighboring counties within a 12,500 square mile area. As the principal owner and operator of this massive radio network, Harris County is responsible for its reliable operation.

VOIP IN 9-1-1: IMPLICATIONS FOR RECORDING AND INTERACTION ANALYSIS
Who would ever have thought back in 1968, when the first 9-1-1 call was placed - that three small numbers would come to have such big meaning in our lives? Today, 9-1-1 is equated with the expectation that emergency assistance is no more than a phone call away. That trust in 9-1-1 is affirmed over 200 million times a year, with each 9-1-1 call. But four decades after that first landmark 9-1-1 call, some consumers are awakening to the fact that the very 9-1-1 services they take for granted might not be there when their call for help is placed through a VoIP phone.

NEWS ON THE VIDEO FRONT: NICE SYSTEMS, FAST VIDEO SECURITY, AND HONEYWELL
In a recent InformationWeek article, noted analyst company Frost & Sullivan predicts double-digit growth in the market for intelligent video surveillance software, citing video surveillance as a key weapon in the fight against terrorism. In fact, when terrorists bombed the London Subway in July of this past summer, it was the surveillance video that cracked the case, helping Scotland Yard "ID" the bombers in a matter of days.

GLENDALE: INTEGRATED SOLUTION ESSENTIAL FOR QUALITY CONTROL, LIFE SAFETY
One of the most important decisions a public safety organization can make is choosing the right radio system. Reliable radio communications, both within an agency and across departments and jurisdictions, can be critical to coordinating life-saving response. In 2001, Glendale, California embarked on a plan to upgrade its citywide radio system. But Steve Hronek, the City's information services administrator, had an even more ambitious plan that would improve inter-agency communications and interoperability throughout the entire region.

NEW RECORDING TECHNOLOGY PROMISES ROI FOR 9-1-1 CENTERS
ROI (return on investment) used to be a buzzword reserved for corporate executive row. Now it's finding its way into the 9-1-1 lexicon. Public safety decision-makers are carefully scrutinizing every investment - including recording technology. But when they talk ROI, they're not just speaking dollars and cents. They're looking to recording technology to improve emergency response, enhance productivity, provide better customer service, mitigate risk, and put more offenders behind bars.

WHERE'S MY BAG? TURNING DIGITAL VIDEO INTO PROACTIVE, REAL TIME OPERATIONAL INTELLIGENCE
Ever since some ancient tribe stationed a watchman atop the highest hill to look out for approaching enemies, the human eye has been the most important tool in securing the homeland. In thousands of years, things haven't changed much. Now the watchman sits in front of video displays, poring over multiple camera feeds, searching for that one hint of trouble. If anything, it's harder than ever. Even if he is alive, awake, and paying close enough attention, too much information can obscure the threat. He serves as both monitor and decision-maker, just like his ancient counterpart, and just as vulnerable to human failings.

Now, all that's beginning to change. With the advent of intelligent content analysis, the video system itself can assume the role of detector, while the human operator can devote his energy to making decisions and responding to events.
